If you wish to join or create an e-petition, you will need to accept the following terms and conditions:
The details you enter when signing or creating the e-petition must be true and accurate.
Once an e-petition closes, there is no ability to add or remove signatures from the petition or the tabled document.
All current e-petitions will be accessible from the Parliament of Victoria website. An e-petition can be posted on the website for a minimum period of 1 week and a maximum of 6 months. Only the sponsoring member (who must be a member of the Legislative Assembly) may request that the Clerk extend the petition duration. Once an e-petition is tabled (i.e. presented to the Legislative Assembly) it will be removed from the website.
Only the email address of the sponsoring petitioner will be made public on the website. The personal details of people who join e-petitions will not be published in any form on the website. The website will only show a tally of the number of signatures collected. Once presented to Legislative Assembly, e-petitions become public documents and the details of the e-petition, including the names and addresses of signatories, may be accessed, on request, from the Legislative Assembly Procedure Office. The Privacy Statement on the website details how your personal information is protected.
As with paper petitions, the sponsoring petitioner and signatories are responsible for raising awareness in the community about the availability of the specific e-petition. A guide to assist sponsoring petitioners promote their e-petitions has been developed by and is available on request from the Clerk. The Parliament of Victoria‘s role is only to facilitate the e-petitions process.
The sponsoring petitioner is responsible for identifying a member of the Legislative Assembly to sponsor their e-petition in Parliament. There is no obligation on the part of any member of Parliament to sponsor an e-petition. Neither the Parliament of Victoria nor any member of Parliament sponsoring an e-petition necessarily endorses the views or information contained in any e-petition posted on the website or tabled in Parliament.

Who is eligible to initiate or sign an e-petition?
Any resident of Victoria is eligible to sign a petition or e-petition.
My address is not accepted, what can I do?
Only Victorian auto completed addresses can be accepted for an e-petition.
If the website is not able to correctly identify your address, please troubleshoot by:
- Updating your browser to the latest version
- Ensuring your browser location settings are enabled
- Entering your address as it appears in Google Maps for example: Street Number, Street Name, Suburb, State
What is an e-petition?
An e-petition is a variation on the traditional paper petition system which allows people to create and sign a petition through the Legislative Assemblly e-petition website.
How do I create an e-petition?
- Lodge an e-petition request form through the Legislative Assembly website: Create an e-petition.
- The request form is reviewed by the Clerk or the Clerk’s delegate to ensure compliance with Standing Orders and Sessional Orders.
- The Clerk or the Clerk’s delegate confirms with the sponsoring member that they agree to sponsor the e-petition, and the period that the sponsoring member would like the e-petition to be available to sign.
- The e-petition is posted on the Parliament of Victoria website for the period requested by the sponsoring member and the sponsoring petitioner is notified that the e-petition is now live, along with a link to it.
- The e-petition will be live to accept signatures until the time nominated by the sponsoring member (up to a maximum of 6 months).
NB: If no member of the Legislative Assembly agrees to sponsor an e-petition, it cannot proceed.
I submitted an e-petition but it’s not on the website. Where is it?
E-petitions are reviewed by the Clerk or the Clerk’s delegate to ensure compliance with Standing Orders and Sessional Orders. The Clerk or the Clerk’s delegate also confirm that the nominated member of the Legislative Assembly agrees to sponsor the e-petition. When approved the e-petition will go live on the website and the sponsoring petitioner will be notified via email.

Will my personal details be published?
Your personal details will not be published online, however, all petitions – both electronic and paper – may be requested to be viewed in full, including names and addresses of signatories, after they have been tabled in the House.
Can there be more than one e-petition on the same topic?
There cannot be more than one e-petition on the same issue and requesting the same action at one time. However, once an e-petition is tabled, another one can be started that has the same issue and action.
How long are e-petitions published on the Parliament website?
E-petitions in the Legislative Assembly are listed on the Parliament website until the day they are tabled.
Can the closing date be changed?
Only the sponsoring member can request a change to how long an e-petition remains open for signatures.
Once an e-petition is tabled, can it gather more signatures and be tabled again (progressive tabling)?
No. Once an e-petition is tabled in the Legislative Assembly, it is closed. However, a new e-petition with identical terms and actions can be started after the last one is tabled.

Can I still submit a paper petition to the Parliament?
Yes. Paper petitions continue to be accepted for tabling. Each House has different rules relating to paper petitions.

Can people under 18 years of age sign a petition?
Yes. Any resident of Victoria can sign, regardless of age.
Can a company name be used as the sponsoring petitioner?
Yes. Petitions from corporations must be made under their common seal. To start an e-petition as a corporation please contact via email or call 03 9651 8555 for assistance.
Can a paper petition and an e-petition of the same wording be active simultaneously?
Yes, however they will be treated as separate petitions.
After an e-petition closes, can a new e-petition with the same wording be started?
Can the sponsoring petitioner's address be a PO box number?
No, you must provide a Victorian residential address.
Can a signature be removed from an e-petition?
Before a petition has closed, a signatory may request their name be removed from an e-petition. Once a petition has closed, names can no longer before removed. Please contact the Assistant Clerk Committees for more information email or phone 03 9651 8555.
What is the minimum number of signatures required for an e-petition to be tabled?
An e-petition must have at least one signature.
Can a sponsoring petitioner sign their own petition?
I have a e-petition on another website, can I upload these signatures?
The Legislative Assembly can only accept e-petitions that are entered via the e-petitions page on the Parliament of Victoria website. Petitions from other websites such as Change.org cannot be accepted for presentation.
Are e-petitions available in the Legislative Council?

What happens after an e-petition is tabled?
Once an e-petition is tabled it becomes a public document, which forms part of the original records of the Legislative Assembly and its terms are published in Hansard.
The Clerk communicates the terms of each tabled petition to the relevant Minister.
Can my e-petition be in a language other than English?
E-petitions are able to be presented in a foreign language with a certified translation.

Can a signatory sign an e-petition more than once?
No, signatories may only join an e-petition or paper petition once.
In the case of e-petitions, on a single day, a signatory can add their signature as many times as they like. However, at midnight of that day, signatures will be reviewed, and if a duplicate entry for the same person at the same address is found, duplicates will be marked as invalid and removed. Additionally, any signature with an address outside of Victoria will also be automatically excluded and not added to the count. This process may cause numbers to fluctuate.
Paper petitions will also be counted in the same way as outlined above.
Are there any timeframe restrictions for an e-petition?
The posted period must be a minimum of one week and a maximum of six months from the date of publication.
Legislative Assembly E-Petitions

All e-petitions presented to the Legislative Assembly must be hosted on the Parliament of Victoria website, and are subject to the terms and conditions of use. Online petitions hosted on sites such as Change.org cannot be accepted.

In addition to the rules and procedures that apply to all petitions for the Legislative Assembly (set out on the main petition webpage) the following rules also apply specifically to e-petitions (described in Sessional Order 17):
A person (the sponsoring petitioner) may lodge a request to start an e-petition with the Clerk.
The sponsoring petitioner must provide the following information to the Clerk:
- the issue (maximum 200 words) and action requested (maximum 120 words);
- their full name and address; and
- the name of the member sponsoring the e‑petition
Before the e-petition is published, the Clerk will ensure that the wording complies with the sessional orders, and confirm that the sponsoring member has agreed to sponsor the e-petition.
The sponsoring member (rather than the petitioner) nominates the period that the petition will be available for people to sign on the Parliament’s website.
Once published an e-petition cannot be altered, but the sponsoring member may request that the Clerk withdraw it.
Residents of Victoria are able to become signatories to the e-petition by providing their name and address, and signifying their intention to join the e-petition.
The Clerk will table the e-petition the next sitting day after the posted period ends.
Only one e-petition about the same issue and requesting the same action can be active at a time. However, once an e-petition has been tabled a new one can be started.
The names and addresses of petitioners are available for members of the public to view after an e-petition is tabled. Email addresses are not made public.
Any personal information provided for the creation of or to join an e-petition will only be used for the purpose for which it was provided.
In the Legislative Assembly, e-petitions were introduced in 2021 following changes to the sessional orders. The Standing Orders Committee recommended the adoption of an e-petitions system in a report tabled in June 2021, available here.
