Removal of level crossings

MR DAVIS — To ask the Minister for Roads (for the Minister for Transport Infrastructure): In relation to the 2017 contract awarded to the John Holland and KBR alliance for the removal of level crossings at Camp Road in Campbellfield, Skye/Overton Road in Frankston, Buckley Street in Essendon, and the potential removal of level crossings at Moreland Road in Brunswick, Bell Street in Coburg, and Glenroy Road in Glenroy:

(1)  What was the contract price for the delivery of the removal of level crossings at Camp Road, Skye/Overton Road, and Buckley Street.

(2)    What was the total payment, including payments for contract variations, for works specified in question (1).

(3)    What additional funding was awarded for level crossing removals for each listed potential level crossing removal.

(4)    What is the scheduled completion date for each listed potential level crossing removal.

What is the total spend for both components of the contract, as at 30 September 2019.

(1) A $173 million contract was awarded to remove the level crossings at Camp Road in Campbellfield and Skye/Overton Road in Frankston. A $114 million contract was awarded to remove level crossing at Buckley Street in Essendon.

(2) Like most major infrastructure projects, contracts are finalised some years after construction has finished to allow time for rectification works to take place if required. The Level Crossing Removal Project is currently forecast to deliver all 75 level crossing removals within its project budget by 2025.

(3) A $542.4 million contract has been awarded to remove the four level crossings at Bell Street, Reynard Street and Munro Street in Coburg and Moreland Road in Brunswick. A contract has not been awarded for the removal of the level crossing at Glenroy Road in Glenroy.

(4) The four level crossings at Bell Street, Reynard Street and Munro Street in Coburg and Moreland Road in Brunswick will be removed in 2020 and the project completed in 2021. The Glenroy Road level crossing will be removed by 2022.

(5) As with most large infrastructure projects, the project alliance receives regular progress payments in accordance with project milestones as the work progresses, which are subject to regular audit, review and adjustment by the project owner.

I thank the Member for Southern Metropolitan Region for his question. 

A $173 million contract was awarded to remove the level crossings at Camp Road in Campbellfield and 
Skye/Overton Road in Frankston. A $114 million contract was awarded to remove level crossing at Buckley Street in Essendon.  

Like most major infrastructure projects, contracts are finalised some years after construction has finished to allow time for rectification works to take place if required. The Level Crossing Removal Project is currently forecast to deliver all 75 level crossing removals within its project budget by 2025.  

A $542.4 million contract has been awarded to remove the four level crossings at Bell Street, Reynard Street and Munro Street in Coburg and Moreland Road in Brunswick. A contract has not been awarded for the removal of the level crossing at Glenroy Road in Glenroy.
