The petition of certain citizens of the State of Victoria draws to the attention of the Legislative Council the overpopulation of small domestic animals, such as cats, dogs, and rabbits, which has led to local pounds, shelters, and rescue groups being overwhelmed with abandoned and stray animals that have nowhere to be rehomed.

The escalating costs and time commitments required for their care are causing many rescue and foster caregivers to close their doors, ultimately resulting in the euthanasia of these animals. This issue has been increasing over the past few years, contributing to rising mental health challenges among rescuers, who often feel hopeless due to the situation and the unfortunate fate of these companion animals. There is currently no effective strategy in place to address the problem of overbreeding.

The petitioners therefore request that the Legislative Council call on the Government to mandate desexing and microchipping of all small companion animals, increase the cost of breeding licences to reduce backyard breeders and increase penalties for those breaking the law, and employ more Agriculture Victoria Authorised Officers to enforce legislation.
