Submissions can discuss one or more of the following topics:

  • the way the Victorian Electoral Commission managed the by-elections, including informing the community, the suitability of voting centres and election offices, managing voting centres, working with candidates/campaigners and counting the votes
  • the conduct of Victorian Electoral Commission staff
  • any possible improvements to the way the Victorian Electoral Commission manages elections
  • factors influencing voter turnout
  • any other matters related to the terms of reference.
