Ministers statements: planning policy
Sonya KILKENNY (Carrum – Minister for Planning, Minister for the Suburbs) (14:13): More homes means more opportunities. Last week we announced more ways we are going to build more homes for Victorians, especially young Victorians. We are going to build thousands more homes near trains and trams. We are slashing stamp duty to make it cheaper for Victorians to buy an apartment, unit or townhouse off the plan. We are delivering the longest ever pipeline of new greenfield land – 10 years worth of family homes and backyards. And we are making it easier to subdivide, kickstarting a townhouse revolution, an achievable dream for millennials.
This week we got right back on with the job of getting more homes built. Earlier this week we said yes to nearly 1000 new homes at the Waterfront precinct in Docklands, and we have just said yes to 60 new homes in Glen Iris with improved architectural design through the government’s development facilitation program. Best of all, 10 per cent of these homes will now be affordable. So that is more homes – more affordable homes – close to services and close to medical centres, shops and local parks, built alongside a new supermarket and within 500 metres of a tram stop.

Sonya KILKENNY: It seems the local member does not want more affordable homes, and maybe it is time for the member for Malvern to explain himself to young Victorians.
James Newbury: On a point of order, Deputy Speaker, may I refer you to Speaker Brooks’s ruling that it is inappropriate for a ministers statement to be used to attack the opposition – the ministers statement whereby the minister is confirming the donor development that she has approved.

Mary-Anne Thomas: On the point of order, Deputy Speaker, a point of order is not an opportunity for the Manager of Opposition Business to cast imputations against the Minister for Planning. Under standing order 118, I ask that you ask the member to withdraw the imputation that he has made.
The DEPUTY SPEAKER: Leader of the House, I am about to rule on the point of order. Manager of Opposition Business, I will rule on your point of order. As per Minister Brooks’s ruling, it is not an opportunity to attack the opposition. I ask the minister to resume her ministers statement.
Sonya KILKENNY: We do not do dodgy deals with developers. If you want to make an allegation, you take it outside.

Sonya KILKENNY: It is Halloween after all, you spooky members. You put fear into communities in Hawthorn, in Malvern, in Brighton. We get on and build more homes for Victorians because that is what they want our government to do.
